The BPO park will rise on a 25-hectare complex near Shangri-La’s Mactan Resort and Spa in Mactan, Cebu City. It is a few minutes away from the Mactan-Cebu International Airport, the second largest airport in the Philippines.

The airport enjoys direct international service from foreign cities such as Hong Kong, Singapore, Kota Kinabalu and Kuala Lumpur in Malaysia, Koror in Palau, Kaohsiung, Taipei and Taoyuan in Taiwan, Shanhai-Pudong in China, Busan, Incheon and Seoul in South Korea, Tokyo and Narita in Japan and Doha in Qatar.

Megaworld’s Cebu project will be home to high-tech offices and leisure facilities. Initial development cost is estimated at P2.5 billion.

“Megaworld already owns a part of the Cebu property, and we have plans to acquire the rest of it,” said Megaworld Executive Director Kingson Sian.

PGMA orders construction of port in Southern Cebu

PRESIDENT Arroyo has ordered the Cebu Port Authority (CPA) to build a new port in Southern Cebu, especially in Santander town, which is included in the Roll-on-Roll-off Terminal System (RRTS) project.

RRTS is one of the four components of the Strong Republic Nautical Highway (SRNH), which was launched by Arroyo in 2002 to bring down the cost of transporting goods from one province to another.

Arroyo’s order to construct a port in southern Cebu was made during her recent meeting with Bohol local leaders.

The order was endorsed by the Department of Transportation and Communication (DOTC) through Philippine Ports Authority (PPA) General Manager Oscar Sevilla who is also the CPA alternate chairman.

Connection

CPA General Manager Angelo Verdan said that he met with Cebu Gov. Gwendolyn Garcia last Jan. 21 to follow up on the progress of the talk between Santander Mayor Wilson Wenceslao and engineer Antonio Ouano, president of Sail and Trail Transport Corp.

The said company is the owner/builder of the unfinished Roll-on-Roll-off (RoRo) port in Liloan, Santander. Because the port is necessary for RRTS to connect Oriental Negros, the CPA wants to take it over and is ready to immediately start the construction.

Verdan said that once completed, more Ro/Ro vessels can be accommodated and more cargoes and passengers can be transported at the same time.

Completion

Garcia agreed that the Province of Cebu will take over the construction of the unfinished port after the issue of ownership is settled.

Verdan said that due to the urgency to complete and finish the port, the CPA has informed Garcia that it can reassume the lead in completing the project as it has available funds for the purpose.

The CPA estimates the amount involved at P25-P30 million, including reasonable compensation and/or reimbursement to the company owner in relation to the construction of the passenger terminal.

Garcia and Verdan agreed to meet with Wenceslao and Ouano on Feb. 4 upon the governor’s return from her official trip to Dubai and other gulf states.

The Santander port is the second Cebu port that Arroyo ordered to rehabilitate. The first is the Hagnaya Port in San Remigio, Cebu upon the request of Rep. Benhur Salimbangon (Cebu, 4th district).

Salimbangon made the request to Arroyo so the Hagnaya port will become safe to travelers.

Ayala unit plans nature park for Cebu property

Ayala Land-affiliate Cebu Holdings Inc. (CHI) will transform a portion of its 200-hectare property in the uplands of Cebu City into a nature park.

CHI assistant vice president Ver dela Cerna said they will set aside 71 hectares of the property located in Cebu City’s mountain barangays.

“This facility will be open to students and the public who wanted to enjoy nature,” dela Cerna told BusinessMirror.

The Ayala Heights Nature’s Park is geared to become an ecotourism destination and is expected to be completed within a year.

A foundation has been set up to oversee the operations of the nature park, which will feature nature trails and wildlife, among others.

“We are also working with various organizations,” dela Cerna said.

CHI chairman Jaime Ayala last week described the project as the Ayala group’s commitment to protect Cebu’s watershed areas.

“We are not developing it as a residential area. We will make it available to the community being a valuable protected area,” Ayala said.

He added that CHI will fulfill its commitment to buyers and lot owners in Ayala Heights subdivision which is also located inside the 200-hectare property.

Development of Cebu’s SRP


CEBU CITY—The Cebu City government is hoping to settle development plans with interested locators at the 240-hectare reclaimed South Road Properties (SRP) in the next three months, City Mayor Tomas Osmeña said.

The mayor said development plans are being shuffled back and forth between interested developers and the city, which he admitted is being “choosy” in the development it wants on the property.

“I am the problem. I am very strict in the development in the area. If I don’t want their plants and their structures, I send back the plans to them [developers],” Osmeña told BusinessMirror.

He said, however, that discussions are going into the right direction, and agreements on the development plans and structures could be accomplished before the end of the first half of 2008.

“The SRP will come into full bloom in the next three months. The mango that we planted is not only flowering but is already bearing fruit,” he said.

The SRP, completed in 2001, was built through a 25-year loan package obtained by the city government from the Japan Bank of International Cooperation (JBIC). The deal was the first major overseas-loan package obtained and being paid for by a local government unit to a foreign funding institution.

“Our critics said the city will go bankrupt because of this loan. We are not bankrupt and this project will make us less dependent on financial help from the national government,” the mayor said.

After the agreement on the development, however, the developers and the city would have to undergo bidding on the property after the Commission on Audit (COA) ruled that the city could not enter into negotiated sale or lease for the property.

“COA required us to go through bidding, but I don’t see any problem in that,” the mayor said.

At least three realty development giants are positioning to get huge parcels of land at the SRP for various projects, the mayor announced earlier. The developers are eyeing leisure, residential and business-process outsourcing areas.

A separate area is also being set aside for industrial locators.

Dubai to build a new Cebu port

PRESIDENT Arroyo arrives today bringing investments from Dubai World, one of the biggest conglomerates in the world.

The President yesterday announced that the company, a holding firm that manages a portfolio of businesses for the Dubai government, will build a resort, a port operation in Cebu, and an industrial park on a 42-hectare property in the Subic Bay Freeport.

Dubai World has holdings in international companies that provide a wide range of services including transport and logistics, free zone development, maritime services, property development, financial services, and hospitality and leisure.

Its hotel and leisure arm, Kerzner, will build a resort in an as yet undisclosed location, the Palace said. The company owns a dozen luxury hotels and beach resorts, including Atlantis on Paradise Islands in the Bahamas.

DP World, the terminal and port-handling arm of Dubai World, already operates in Manila and is one of the biggest taxpayers in the city. Trade Secretary Peter Favila said DP World, which manages 42 terminals in 22 countries, would send a team to the Philippines to open port operations in Cebu as well.

Meanwhile, the Jebel Ali Free Zone Authority has agreed to develop an industrial park in Subic.

Presidential Spokesman Ignacio Bunye said the agreement with the Philippines would further enhance trade, investments and other commerce through the company’s network.

The company’s executive vice president, Noel Gulliver, said the agreement called for comprehensive planning and development of the 42-hectare property inside the Subic Bay Freeport.

“We will also help out in the marketing and promote to locators to set up shop inside the [zone],” Gulliver said.

Talisay Pier to be completed by Jan. ‘09

REP. Eduardo Gullas (Cebu, 1st district) is confident the Talisay City pier-cum-fish port along the Cebu South Coastal Road will be completed exactly a year from now.

Gullas, the project initiator, said he was impressed by the progress of contractor WT Construction, when he inspected the site last Thursday afternoon.

“I didn’t expect that it was that fast, the work progress is tremendous,” said Gullas, who last visited the area late last year.

He cited the pavement of the 167-meter causeway and the concrete wall separating the 1.150-hectare pier area and the 600-square meter fish port.

The 10-meter wide causeway will be expanded to another 250 meters to allow big vessels, such as roll-on, roll-off (roro) ships to dock.

As initially planned, the Talisay City port will have a direct passenger ferry to Lapu-Lapu for workers at the Mactan Economic Zone.

It will surely cut travel time as Lapu-Lapu City-bound commuters will no longer have to take public utility jeepneys to the cities of Cebu and Mandaue.

The fish port will have a concrete ramp for fishing boats and vertical facilities such as cold storage and ice plant to be funded by the Bureau of Fisheries and Aquatic
Resources (Bfar).

Inspection

Elated by the work improvement, Gullas said he will invite to an ocular inspection next month Secretary Larry Mendoza of the Department of Transportation and Communications (DOTC) and officials of the Department of Agriculture (DA), the Cebu Port Authority (CPA) and Bfar.

The construction was made through the funding support of DOTC, amounting to P18 million in 2007 and another P25 million this year.

The DA released P15 million last year and is expected to shell out another P15 million this year. The CPA has also earmarked P36 million for the completion of the project.

“I’d want them (the officials) to personally see the progress of the construction, maybe in the second week of February,” Gullas said.

Gullas was then mayor of Talisay City when he broached the idea of constructing a fish port after Talisay fish vendors were barred from displaying their goods in Cebu City.

Mayor Tomas Osmeña shooed away the vendors after Talisay City claimed part of the South Road Properties (SRP).

The Talisay City pier-cum-fish port is just a few meters away the bridge of the SRP.

More Cebu malls sprout, expand

CEBU is set to become an emerging shopping destination in the Philippines as existing mall operators are expanding and new ones are set to rise in the different parts of the province in the coming years.

Ayala Center Cebu mall developer Cebu Holdings Inc. (CHI) president and chief executive officer Francis Monera said Cebu’s shopping market has been “tremendously” growing not only in Metro Cebu but in other key cities and towns in the province.

“There is a lot of money in Cebu. Offer something of value and it’s taken,” Monera said.

Capitalizing on the demand for additional mall space to cater to the growing mall shoppers and vendors, CHI earlier mulled another expansion plan for Ayala Center Cebu to complete the original development of the Cebu Business Park (CBP).

Monera earlier said the Phase 2-B project will begin by March or April this year, starting with a study on how to develop a concept for another shopping mall expansion.

Monera, however, clarified that total project cost is yet to be determined (and not the P2-billion which was previously reported).

Following the “face lift” of the Ayala Center Cebu mall-with the opening of the three-story annex in the middle of 2006 and the re-designed al fresco lagoon area in the first quarter of this year-Cebuanos will soon enjoy a more expanded shopping mall in the next few years, completing the development of CBP’s 9.6-hectare super block.

Expansion and renovation of its mall in Cebu is part of CHI holding company, Ayala Land Inc.’s efforts to stamp the Ayala mall brand on all its malls, which have been regarded as the Ayala retail group.

In the downtown area, Cebu Central Realty Corp. (CCRC) is currently undergoing phase two of its expansion project for its mall venture Elizabeth Mall (E-Mall).

CCRC president and chairman Augusto Go earlier said some 5,000-square meters of leasable spaces are currently under construction at the eastbound Sanciangko area of the mall’s property.

About 80 units of stalls, excluding kiosks and carts, are projected to be accommodated in the four-story wing which has an additional basement parking of 2,445 square meters.

The expansion project is slated to open within the first quarter of the year.

Other cities, towns

Other than Ayala Center Cebu and E-Mall, shopping centers are also sprouting in other cities and towns in Cebu.

Another mall developer, Golden Great Value Properties (GGVP) is set to launch next month phase one of Parkmall@168 (Parkmall) located at the Mandaue City reclamation area.

GGVP chairman Carlos Co said the mall involved an investment of P300 million to P400 million.

Parkmall will feature a rotunda, ala Fuente Osmeña, amid a park setting where people can stroll, shop and dine al fresco, and enjoy the scenery.

Christopher Tio, Parkmall business development director, said the concept of a Fuente Osmeña park is set to bring back an “experience of our childhood,” since parks like Fuente and Plaza Independencia are popular hang-outs since the 1980s.

Aside from the piazza and SaveMore supermarket, Parkmall will also feature a kids’ village and a tourist and traveler center, which will be equipped with hotel check-in desks, airport and seaport shuttle service, lockers and showers. The mall will be able to accommodate about 700 cars in its parking lots.

Apart from the cities of Mandaue and Cebu, the municipality of Consolacion welcomed Fooda Mall late last year.

Foodasaversmart Inc. completed the construction of its P200-million business and commercial center that is said to compete with existing mall developments by multinational companies.

“The presence of Fooda here in Consolacion will certainly contribute to the coffers of the municipality in terms of business taxes and other regulatory fees,” Consolacion Mayor Avelino Gungob said.

For his part, Edward Gaisano, vice president for operations of the Metro Gaisano group of companies, said Cebu’s retail market will continue to be upbeat this year.

Gaisano said the province has a “favorable” economic climate which has become a magnet for more developments in the retail sector evidently shown in the expansion of malls, food and garment outlets, as well as the entry of new players.

The Metro Gaisano group is still eyeing feasible areas for supermarket or mall-type developments not just in Cebu but in other parts of the country.

Cebu North coastal road may cost P2.3B

THE proposed construction of the Cebu North Coastal Road will cost the national government around P2.3 billion. The road project is a 9.45 kilometer highway running through the coastal areas of Mandaue City, Consolacion and Lilo-an.

The proposed road section will link the new Mandaue City central business district and government center and the new Northern Metro Cebu urban development area. The latter encompasses the Mactan International Airport, the Mactan Export Processing Zone and the Mandaue reclamation.

Jaime Pacanan, assistant secretary of the Department of Public Works and Highways (DPWH), said that of the total cost of the project, only P100 million or 1.44 percent of the amount has been released.

Problem

Of this amount, P45 million goes to Civil Works (CW) while P55 million is for the acquisition of road right of way.

Pacanan said the requisition of road right of way is ongoing, but this has posed as a problem to the project. CW is scheduled to begin on September this year.

With the end of her term on 2010, the President issued a mandate to her Pro-Performance System Steering (PPSS) Committee, urging them to “be merciless in ripping through undue obstacles in the way of overdue priority infrastructure projects.”

Part of the road project is a bridge spanning 684.13 meters. Construction work is scheduled to begin in September 2008 and end on April 2010. The bridge will connect Bry. Paknaan, Mandaue City, along the Mandaue reclamation.

Update

In the 4th National Infrastructure Forum press conference held at Waterfront, Lahug, yesterday, Press Secretary Cerge Remonde gave an update on the status of the Arroyo administration’s 52 Priority Infrastructure Projects in Central Philippines. The proposed road project is one of these.

Of the 52, ten of the President’s infrastructure projects in Central Philippines have already been completed. This includes the ports of Jagna, Maasin, Tubigon, Ubay, Pantao, Siquijor and Limasawa also are the new Iloilo and new Bacolod-Silay airports.

Remonde, along with the PPSS committee, will visit the site of the Proposed Cebu North Coastal Road at 9:00 a.m. today. The road will provide a shorter northern route to the Mactan International Airport, passing through the second Mandaue-Mactan bridge.

A 21-Storey Business Hotel, which broke ground yesterday, will rise in front of the Cebu International Convention Center at the North Reclamation Area in Mandaue City.

The hotel is owned by the Lua Family in Mandaue City.

Architect Anthony Abelgas said that the hotel will not have amenities found in five-star hotels for the reason that it is a business hotel. Instead, it would have a coffee shops, function halls, a ballroom, and other things that would specifically attract tourists.

The hotel is tentatively named “Nature’s Suite,” as the concept of the hotel is nature-inspired. It gives the feeling that one is outdoors, he said.

He said the hotel, once finished, would be the biggest in Cebu with 1,071 rooms.

Delegates attending a convention at the CICC, for instance, would no longer have to go to Cebu City for a place to stay, Abelgas said.

Mandaue City Mayor Jonas Cortes, who attended yesterday’s groundbreaking ceremony together with the Lua Family, said he is glad the hotel will rise in the city’s most strategic area, it being near the CICC and the Parkmall, which is now under construction.
