Talisay Pier to be completed by Jan. ‘09
REP. Eduardo Gullas (Cebu, 1st district) is confident the Talisay City pier-cum-fish port along the Cebu South Coastal Road will be completed exactly a year from now.
Gullas, the project initiator, said he was impressed by the progress of contractor WT Construction, when he inspected the site last Thursday afternoon.
“I didn’t expect that it was that fast, the work progress is tremendous,” said Gullas, who last visited the area late last year.
He cited the pavement of the 167-meter causeway and the concrete wall separating the 1.150-hectare pier area and the 600-square meter fish port.
The 10-meter wide causeway will be expanded to another 250 meters to allow big vessels, such as roll-on, roll-off (roro) ships to dock.
As initially planned, the Talisay City port will have a direct passenger ferry to Lapu-Lapu for workers at the Mactan Economic Zone.
It will surely cut travel time as Lapu-Lapu City-bound commuters will no longer have to take public utility jeepneys to the cities of Cebu and Mandaue.
The fish port will have a concrete ramp for fishing boats and vertical facilities such as cold storage and ice plant to be funded by the Bureau of Fisheries and Aquatic
Resources (Bfar).
Inspection
Elated by the work improvement, Gullas said he will invite to an ocular inspection next month Secretary Larry Mendoza of the Department of Transportation and Communications (DOTC) and officials of the Department of Agriculture (DA), the Cebu Port Authority (CPA) and Bfar.
The construction was made through the funding support of DOTC, amounting to P18 million in 2007 and another P25 million this year.
The DA released P15 million last year and is expected to shell out another P15 million this year. The CPA has also earmarked P36 million for the completion of the project.
“I’d want them (the officials) to personally see the progress of the construction, maybe in the second week of February,” Gullas said.
Gullas was then mayor of Talisay City when he broached the idea of constructing a fish port after Talisay fish vendors were barred from displaying their goods in Cebu City.
Mayor Tomas Osmeña shooed away the vendors after Talisay City claimed part of the South Road Properties (SRP).
The Talisay City pier-cum-fish port is just a few meters away the bridge of the SRP.

Introduction
Talisay City is a 3rd class city in the province of Cebu, Philippines. It is bounded on the north by the municipality of Minglanilla, on the west by the city of Toledo and on the east by Cebu Strait.
History
Talisay was founded in 1648 as an estate owned by the Augustinians. In 1849, it was converted into a municipality with Silverio Fernandez as its first gobernadorcillo and Pedro Labuca as captain.
Some accounts claim that Talisay got its name from the Magtalisay trees which are endemic in certain areas of the municipality, while others claim that Talisay got its name from a town in Spain.
During both the American colonial period and World War II, Talisay served as a haven of colonial military forces. The municipality served as the center of guerrilla intelligence operations for the Philippine resistance movement in Cebu during World War II. Returning American and Filipino forces landed on the beaches of Talisay on March 28, 1945, an event that marked the eventual surrender of Japanese forces on Cebu. That day is now an official holiday in the province of Cebu.
In 2000, the municipality of Talisay was converted into a city. The municipality is now linked to Cebu City via the new South Coastal Highway from Lawaan, opened in 2004. This has brought some recent inward investment in the form of sub-divisions, some hastily planned and plagued by problems. Conflict has occurred between the residents of the mountain barangay of Maghaway and those of Crown Asia’s Azienda Milan and Venezia sub-divisions. According to the National Statistics Office in its 2000 report, some 70 percent of the population of Talisay belongs to the urban poor. Talisay remains an important center for the production of blasting caps used in dynamite.
Economy
Much of the commerce in Talisay City takes place in the Tabunok area, where several public markets, strip malls and commercial establishments are situated. The biggest mall is Gaisano Tabunok, which has a grocery, several floors displaying clothing and household items and a couple of theaters. However, much of the population still depend on the so-called “public markets”, where they can find fresh meat, fish and vegetables, as well as other household needs. Talisay City and the Tabunok area also serves as the commercial area for municipalities south of the city, being the south “gateway” to Cebu City, considered to be the biggest city outside of Metro Manila. Talisay City, its citizens and its surrounding barangays have lately benefitted immensely from the construction of the South Road Properties project, which is an 8-lane coastal highway from downtown Cebu City to the town of Minglanilla, but with several exits in between, many of which are exits to several areas of Talisay City. Because of this highway, traffic, which has always been a problem for the inhabitants in the past few years for this area, has been greatly reduced, making the city a popular zone for housing once more, as it was in the early 70’s and 80’s.
Location
Talisay City is adjacent to Cebu City about 12 km. to the south. It is bounded on the north by the municipality of Minglanilla, on the west by the city of Toledo and on the east by Cebu Strait.
How to Get There
Talisay can be reached by taxi or jeepney from Cebu City. Travel time is more or less about 30 minutes.
Tourism
Talisay is known for its “Inasal Baboy” (Roasted Pig). Its name is taken from the ‘Mantalisay’ tree which is abundant in the city. It is primarily a residential and trading center. Talisay City is part of a metropolitan area known as Metro Cebu.

Paseo Talisay

A BRAND-NEW five-hectare commercial center is set to start construction in the south of Metro Cebu, the first of its kind to rise in the mostly residential district.
John Paul Chiongbian, president of DevAsia Corp., said the complex, initially called Paseo Talisay, will have a Robinsons Department Store, a nighttime entertainment strip and a night market as its main attractions. Construction is set to start January 2008.
“There will also be call centers and retail outlets, all dedicated for the people of the south,” Chiongbian told BusinessMirror.
“We hope to spur growth in the south. With us paving the way, the net projects should be better and it will only bring good things to the residents of the south,” he said.
The complex will be built right in front of the Talisay City Hall and the Cebu South Coastal Road, giving it superhighway access right into downtown Cebu City and the South Road Properties (SRP).
“Everybody is saying that Talisay is too laid-back to host a commercial center. We do not believe that,” Chiongbian said.
Metro Cebu’s south district—Talisay and Carcar cities and the towns of Minglanilla and Naga, including parts of Cebu City—had long been deprived of commercial development, with all the major malls as well as commercial and business centers all located in the north.
Chiongbian, however, said the inevitable development in the Cebu City-owned 240-hectare SRP would give the south its much-needed break.
“We want to be there when the south explodes with opportunity,” he added.
DevAsia’s foray into the south comes on the heels of its successful establishment of 5,000-square-meter Paseo Cebu in Cebu City’s northern urban tip. Paseo Cebu hosts more than 100 night-market stalls, food outlets and mini bars, altogether sharing a common sitting area and entertainment center.
Chiongbian said during a regular weekend, Paseo Cebu gets around 5,000 patrons. Work is already finishing for Phase 2 of Paseo Cebu.
